The head of a consulate is known as the consul or consul-general.

While they cannot provide financial assistance or transportation to safety, they can help coordinate efforts with local authorities and provide guidance on the best course of action for citizens in need.
If Brazilian citizen is arrested or detained in a Costa Rica, the embassy, high commission, or consulate can provide assistance by offering information on local legal procedures, providing a list of local attorneys, and ensuring that the citizen is treated fairly and in accordance with local laws.
However, they cannot intervene in the legal process, secure the release of an imprisoned citizen, or provide legal advice.
In the event that a citizen of Brazil loses their passport while in Costa Rica, the embassy, high commission, or consulate can help by issuing an emergency travel document, which allows the citizen to continue their journey and return to back to Brazil. The process for obtaining an emergency travel document varies depending on the specific situation.
